Suggestions for working through different phases of a PPP project. Recommendations for concrete measures and options translate the ten key factors into specific actions for the main process, for supporting stakeholder activities and for regulation.

PPP Guideline Practitioner Notes (pdfs)

Based on the Policy Principles and Implementation Guidelines above, a series of six practitioner notes has been developed relating to the ten themes (some have been grouped together). The documents aim to provide guidance on how to design PPPs that address these themes as fundamental dimensions. For each phase of the partnership cycle, a list of recommendations is given, in order of the successive PPP phases:  Preparation, Planning Strategy and Project Design, Procurement, Operation and Monitoring, and Renewal and Termination. A wide range of measures are thus set out in a practical way, enabling practitioners to easily refer to and apply the guidance. Whilst written with PPPs in mind, the guidance in these documents generally applies to all partnership forms.

Manual for Household & Community-Based Services (pdf)

Whilst the other tools focus primarily on partnerships at a more macro urban level, this working document seeks to collate best practice around the roles of and relationships between poor households and communities vis-à-vis public private partnerships in rural and other smaller settlements.

Assessment Tool (Microsoft Excel Application)

Assessing internal governance issues may be useful as a starting point for discussing broader water governance in your municipality; for setting priorities; or for monitoring development trends. This balanced questionnaire covering all key factors enables such an internal assessment and enables visualization of the results in a diagram. The assessment can be done in a one-day workshop, by comparing ratings performed by stakeholders independently.
